And "I don't want to wait" is always going to cost you more. Getting bargains and freebies tends to require a lot of patience. That's just how business is done. They're going to charge full price while they can, charge discounted prices when sales drop to a point where the boost to sales is better than the drop to per-unit price. And they'l give it away when they judge it suits them to do so. They're hardly alone in this.
Believe me, I can, have, and will tear into ZOS for shady monetization, but this one is reasonable and normal.
(Man, some of you are going to be really angry if you ever buy a new car in the Spring and then see the close-out sales on that model year in the Winter.)

Don't mistake me, I'm not complaining.
There is 0% chance I would have waited a year for Morrowind even if I'd known I would get it free a year from release. I pre-ordered it because I wanted it. So there's no point in me complaining.
But if someone wants this chapter for free, yeah, its likely they can wait a year and get it for free.
I want it on release, so I'm pre-ordering it, and I'm not going to complain.

Anyone can understand that it's a marketing decision to give a *free bonus: Morrowind* to get a major player's base and make it more appealing. Give a discount for Morrowind, but it should have a pure upgrade version to Summerset (with all the goodies, of course). I mean, it's marketing 101: Price for A = X. Price for B = Y. Price for A+B < X+Y. Sorry for the math, but that's the way to push sales on two products: offering both together with a discount. (A is Morrowind, B is Sommerset). Offering for free, well, sends only one message to the shareholders: it was a mistake!
And yes, if the answer is that they can do whatever they want (License and Terms), still shows disrespect for the committed users.
If the answer is that they forgot, FIRE the marketing manager, he/she is useless.
And the excuse that I passed playing the last year the *exclusive* Morrowind content, well, at the buying time, wasn't clarified that the value of the item will drop to ZERO (not even for a short time, sorry, doesn't apply).
Now, do I get into the frenziness with a *whatever* attitude, or do I wait for July 4th, Thanksgiving, Xmas, or the next chapter to get the Summerset one for free? So far, I truly believe I'll go with the 3rd option: stop the ESO+, and retire from the game. Good run, but all things must come to an end, and it happens sometimes sooner than later. There are plenty of other options, so I'll take my business somewhere else.
I know I'm not the only one thinking and feeling this way but, I'm sure Zenimax/Bethesda won't give a damn.

That's a negative ghost rider..... Can get the PC Digital Upgrade for £15 and get Morrowind for free and all the bonus stuff.

@ZOS_GinaBruno, @ZOS_JessicaFolsom, if I already purchased Morrowind Digital Collector's Edition and understand from @Sotha_Sil 's post that Summerset DCE will not add a second copy of Morrowind Standard or DCE.
Is there any special Upgrade pricing for those of use who want to pre-purchase Summerset DCE since we own Morrowind DCE?
Awaiting an official ZOS response before pre-ordering, especially since I'm retired and on a fixed budget. BTW, no way to ask this question on my Account page or ESO Support pages.
FYI: ESO player continuously since mid-August, 2013 during PC Closed Beta. Active ESO Plus, Guildmaster in-game (PC NA).
