Eh, sometimes I like this. I have gotten plenty of vet dlc undaunted Helms by getting in on the last boss of random vet.
The key is asking WHY they replaced someone. If it is a clown show, just bail, probably saved yourself the time of struggling through part/all of the dungeon with a group is (rightly so as it is group finder) not optimized for the content.
I agree that this should be adjusted. You should get pledge quest credit for previously killed bosses when joining a random group via the finder and ending up in a dungeon in progress. This restriction to using the random group queue would prevent the ever-used "but this encourages people to kick before final boss" excuse from happening.
You queue for a dungeon-> you get into a group with a fresh instance-> play as normal
Queue for dungeon-> get group with partially completed dungeon-> kill remaining bosses-> full credit for all bosses in that dungeon
Invited to dungeon-> fresh instance-> carry on.
Invited to dungeon-> in progress-> credit only for bosses actually killed while you're present
This makes sense, right?

They should simply punish fakes and enforce entrance to very content based on serious metrics.
