It would probably have to be, since High Rock is pretty well covered in the base game and Wrothgar is its own thing. The unexplored parts of Hammerfell are about all that's left unless there's some island or associated realm that they could send us to.
Or who knows, they could put their next chapter wherever they want and just have Darien involved for funsies.
