Reading between the lines....I'd say there are certain "players" working for the game that are MESSING...diddling around for various reasons or excuses.
Keep messing with the players and you will no longer have a game...comprendo?

Are you still having issues logging in?
We are aware of some players getting Error 102 when attempting to log in. Completely exiting The Elder Scrolls Online and relaunching the game can sometimes resolve this. erliesc✭✭✭I've moved a couple of my characters to less crowded locations...should probably help some. My guess is that some characters spawning in certain crowded locations like a bank are going to have issues.
As far as the other issue....seems that some aligned with the game are having problems with players having FUN in the game? While there need to be certain rules and so forth...putting the nerf on a players game is not a cool thing for sure.
If you find your RIDE...horse or whatever getting nerfed in the game...well just enjoy it? Don't think it doesn't happen though.
When things you need to do are spaced out a lot...you're going to jump on your horse to get things done.
In some towns there are few issues...in others there is trouble. Depends on who is the town SHIRF?
Somebody needs to monitor these people?I know nutting....0
