Sorcerer Overload ultimate changes skill bar - PS4

I'm on the PS4 North American megaserver. Whenever I use my Power Overload ultimate, it changes equipped skills in the skill bar to random other ones--often including the ultimate. Once the Overload effect has worn off, the skills revert.
I've reset the system, closed ESO, and changed ultimates to try and fix the issue, but every time I use it, the same thing happens. Makes it difficult to actually use it.

ryanborror✭✭✭Overload gives you a 3rd skill at to use. You can't use weapon abilities on it but this is not a bug and has been here since launchdooderrr

✭✭✭When you have overload slotted you have 3 bars. front bar, back bar, and overload bar. It will of slotted random to your overload but you can change it to be like another bar or slot it for additional options. But it is intended.1
