Resto Heavies Dodgable?

So if I remember correctly you aren't supposed to be able to dodge beam attacks. Like J-Beam and Soul Assault. Then why is it people keep dodging my Resto heavy attacks? I believe this is a bug of some sort? Or is this intended?
