New in town quest objectives do not give option to talk to them. i abandoned once and one person worked but the rest didnt.

CendresSoul ShrivenYou are probably talking to the wrong NPC's, there are some by the quay that don't do anything but have the quest markers over their heads, if you go in the other direction there's more NPC's that do work and finish the quest. I think they are called freebooters.0
