Well altmer dark hair is brown and it's gold and I was looking difference between my black haired toons & the one with brown hair and they look pretty close in color but one with brown hair appears more gold.

Abysswarrior45✭✭✭✭vampirism changes its color for me. Bronze for normal and silver for vampires. Really annoying because when I previewed it, I saw it was bronze and wanted it to be bronze.2 -

That also made me wonder if it could be dependant on skin.
My dunmer with black hair, is not vampire. bronze & gold looking.
on my other dunmer who is vampire, it was silver, However my Altmer with the darkest hair they got. Brown. it was Gold but she also had vampirism & was wearing the Dro Mathra skin0 -

Its not the hair.
One of my toons with black hair has it as Silver. Yet other has it bronze / gold
So, not cause of Skin, Race, Hair, Faction.

✭✭✭✭Facial Accessories are affected by a combination of Race and Hair Color.
Since hair color options are not shared across races, a particular hair color may end up deciding on a different color for accessories among different races. I wasn't aware of Vampirism affecting facial accessories, but it seems possible given the dramatic visual change that happens.
The facial accessory color for a particular race/hair color combination typically applies to both accessories and all jewelry equipped to the character.
You can test it out in character creation fairly easily with any of the metal accessories or jewelry3 -
