N’ah. Premade groups aren’t what is ruining PvP. This game’s arrogant developers, who refuse to separately balance PvE and PvP are what is ruining PvP. The people in charge like Wrobel are what is ruining PvP. Lag is ruining PvP, as well as numerous bugs and exploits that people take advantage of is ruining PvP. Players asking for nerfs to things that whoop that ass is what is ruining PvP. But premade groups? N’ah. Not at all.

Does this really fit with what you say? I mean, I'd much rather they spent their time on Cyrodil performance than making mud huts and floaty unicorns - doesn't mean they are arrogant.
Not to mention that making new models/animations is a completely different skillset to coding(and therefore involves completely different employees).... And if it pays for itself, then what's the problem?
Its kind of like complaining that a hospital doesn't do enough operations - but look! They have a shop in the foyer!... um, yeah, lets get those shopkeepers doing brain-surgery so we can have more operations!

And as far as the old argument of "well different teams do different stuff!" That wasn't really the point of me bringing up the 100 dollar houses and 40 dollar horses. My point is that they keep releasing things in the crown-store for exorbitant prices which means they must be selling well, correct? If they were not selling well, then their marketing team would take notice and adjust the prices. So we can assume that these expensive items are selling well yet we have seen 0 evidence that the revenue from these sales are being re-invested back into the infrastructure of the game/servers to improve it for players. Performance has gotten noticeably worse instead of better since I've started to play the game on Xbox so the are not spending the money to upgrade the servers and they are not spending the money to Improve their QA/testing department because patches have more bugs than ever, and they sure as HELL have not been using any crown-store revenue to expand the team that fixes bugs as the bugs take longer than ever to fix as well.
So your cute little hospital analogy does not apply here because that is not my issue. It's a bit more complex than how you tried to frame it.

How do you know that? Perhaps they have, and perhaps it would have been worse than it is otherwise..?
Perhaps they have hired new engineers to improve things - but perhaps they are still getting up to speed - and so taking time from the existing engineers to show them the ropes - resulting in a temporary drop in productivity..?
I'm not gonna pretend to know where the money is spent internally. All I can say for sure is that if they have more money to spend overall - then its more likely that money will become available to be spent on the areas I would like.
