I am getting lagged out with a 100meg connection. Is there any way I can see or test the latency?

I don't know about in game, but if you're technically inclined you can download a network packet inspector such as Wireshark to find out.

If in Windows 7 / 8 run the command(if you cant find run hit Start+R) PERFMON /RES
This will open the Resource Monitor tool, you can then go to the Network tab along the top and then look at the connection for ESO.EXE(at work pretty sure thats the executable) and find the latency(ping) in m/s by scrolling across.

Currently there is no in-game option to do this.
