Ya. If you grabbed them, you'll have to get out of cold harbor prison and use the bank in the first city.

The items are listed as character bound as soon as you open the mail rather than the account bound that ZOS implies with their warning about putting them in the bank before deleting that character. It looks like it's an issue in the code flagging them as the wrong bound.

I did the same thing when I started the game for the first time. I would have thought that something like that would have been account bound so that every character you made got to use it seeing as we did pre-ordered the game and all... Kind of sucks to only have it for ONE character and it might not even be for the character you want to really end up playing long term; just the one you started dabbling in the game with. Not to mention I didn't even know how to access my mail at the start of the game to know about the maps to the Coldharber treasure in the first place and not I can't do anything about it. Unless we go back at some point and I just don't know, but I accidentally sold the bag and didn't realize it so it's too late anyway.

They should probably make the email much clearer as to the fact that that once we take them out they can't be transferred over to another character easily. Or they need to only put in the maps for the alliance that you are in at the time you start the game so you don't make the mistake in the first place. Preferably though, I would really hope that the issue is either fix it so that it is really 'Account bound' so that every Character gets the same package or they need to have a way to make it so they all have a way to move them easily between the characters. (And make it so that they can't be sold or easily gotten rid of without realizing that you are doing it...)
