Tactician - Off Balance

Curious how off balance works in pvp. What does it do to a player? Can they break free .... and does it reset the CC timer? Just curious if anyone uses it in pvp. It's a lot of points.

It put them off balance, it does not do much on its own.
you can combine it with something like truth set or the CP tree that give you 10% Xtra dmg vs off balanced players/monsters.

Or if there is anything else that give bonus vs off balance opponents.

In addition to what Yakidafi said, heavy attacks stun off-balance players.

Yeah, heavy attacks get a +70% modifier vs off balanced targets, not counting Exploiter passive.

70% since Morrowind, it used to be 45% before that:

Increased the bonus damage done to off-balance targets with a Heavy Attack to 70% from 45%.

All good info. Still not sure what happens to the player. Is he stunned? rooted ? Can he break free if it is a stun or root? Does it effect the CC immunity timer?

It's 120 points for Tactician. I have been playing with a roll dodge spec and was trying to figure out if 120 spent points was worth it

Well, see it as some kind of CC preparation. It's like snare but can be turned into a stun with right timing. It just makes the target weaker.

It is the same thing as on pve enemies rly. Except the small part where pve bosses have immunity to it.

It makes target take bonus damage from heavy attacks and get stunned if not cc immune.

off balance is also great for Flame Lash. It becomes a Power Lash against an off-balance enemy which deals more damage, stuns the enemy, and heals you over two seconds.
