with stealing and getting 1 shotted or when you get stopped simply pay a fine is far to easy , i think if they catch you then a few options .
1. prision period of time .
2 . locked in the stocks , players can buy rotten eggs and throw at them . this i pay for .
3 . if locked in prison for long time then crown shop get out of jail card .
4 .being caught many times for stealing/ murder then off with his head . jail card would work for this as well

5 achievments to go along with this

2 . locked in the stocks

As long as I dont have to hear "The (player race) known as (player name), has been found guilty of the following crimes!" 300 times a day

I like the option of throwing rotten things at said PC during their time in the stocks.

They could just use oblivion punishment system.

The higher the bounty, the longer you spend in prison, the more lvls you lose.

As this would help people who get a little over-murdery in citys and rake up a 500.000 gold bountys.

    10.000g = 1 lvl lost

That is probably not going to happen.

No. This has been discussed to death in numerous threads.

I don't want to stare at a screen for 10 minutes waiting for my character's jail time to cool down or have to play some stupid minigame to get free. This is not fun nor compelling game play, it's just boring. Getting killed and losing your stuff is punishment enough.

What they need to do is get off their lazy arses and implement the other 50% of the justice system. The original plan was to have criminals vs enforcers, with players being able to take up the role as guards and flag PvP between the two.

But carebears made a fuss and now they're all crying about npc guards being too strong.

Hint: get some leniency edicts and stop getting caught.

No more nerffs to many bugs right now. I dont want penalized for game bugs. On the othwr had if there was more risk more reward i would be fine. You get capped on the grind anyways which ia kinda dumb aince u can go into any pd and grind. Purple rewards are way too low.

"Lazy" doesn't typically entail detailed, reflective analysis:

We will not be adding in the previously discussed PvP component of the Justice System. We caveated this many times - as I said at the ESO QuakeCon presentation in 2014, it was always going to be very difficult making it fun, but not exploitable. When introducing new systems to the game, our number one goal is to make sure that we don't introduce new problems. Having players enforce justice on the criminal activity of other players has the potential to introduce imbalances and other issues that greatly outweigh any potential gameplay benefits. The game's central concept of "PvP in PvP areas and be safe in safe areas" needs to stay the way it is.

    1. use counterfeit pardons before you get caught
    2. Use leniency edicts before you get caught
    3. Use your Clemency passive once, per day if caught

Stuff like that is fine in a single player game, but horrid for an MMO.
