The main tool a ball group has is cooperation and coordination within the group, and a solo player can't get that by their own design, being solo. Even if purge and rapids wasn't limited to group members, I doubt the ungrouped would see enough benefit to make any difference against a coordinated group with players dedicated to support, though I agree that those things shouldn't be restricted to group members.
