Looks like they're ridden by khajit, which are also pretty small. Fact is, no carnivore (predator) is going to make a good beast of burden, their legs and feet aren't designed for it. I mentally grouped senche in with "lion" so I guess bosmer and small khajit could ride them.
The senche-raht, the battle cats, are ridden by Khajiit, yeah, who when last I looked at a khajiit in game, aren't that much smaller than the average human...
Senche-raht aren't the same as the senche mounts we have in game.
Look, I'm a science teacher. I'm really quite sympathetic to the biology/anatomy/physiology argument you are trying to make here, but if we are going to do that I'm going to have to call foul on Morrowind's giant fleas and those are definitely lore. So I try to live with the Artistic License: Biology.

Between the Unicorn, Shadowmere, the Headless Horseman, and Arvak, I'm not sure where this idea that Elder Scrolls mounts have to be boring came from. After all, Skyrim horses could climb mountains.
