Moving from ps4 to pc account help

So I have an ESO account on ps4, is there a way to make a pc account on the Bethesda website or something, I'm getting a pc next year but I wanna reserve a name, is there a way I can do this?

Once you purchase a PC version of ESO, you can use the same ESO account for logging into either the PS4 or PC version. Characters and purchases would not be shared between platforms. This thread goes into more detail on how this would work.
