No NPCs or characters visible in Daggerfall, except for horses

I just arrived in Daggerfall. There is ambient sound of NPCs, but I cannot see anyone, nor interact with anyone. All I see, is horses gliding over the ground. Filed bug report but this is a real showstopper.

Edit: Logged out, back in again, the same.
Restarted, logged back in, the same.

After a restart, it worked for a few seconds, then everyone vanishes.. except for the horses.

    I have the same issue /reloadui fixes it for 2 seconds, but that's about it.
    Tried messing around with settings too, but no combination worked out.

    Same issue here, soometimes they make trains of non-leg-moving moving horses and nothine else, worst is when it happens in wildernes where it says there is an enemy. and nothing just a red dot on the map, then 7 secs later you die after fighting red ghost dots.

    I did a repair, which fixed nothing (the checks turned out all right). So I have reported this once more ingame using /bug
