My main point for Abamath Ruins is you can be locked out and still have activity in there to complete.
In general there would be no need to return to a "quest locked" area once all the "activity" is completed.
I identify "activity" to mean anything quest related including the reading of unread lorebooks.
So as part of the software which closes the door on any such area for good there could be a software control that determines if all activity is complete and if not complete then allow that char to re-enter.
