You have a few options.
Sniper gank.
I run a sniper gank built around maximising damage from (a single) focused aim.
Archer's mind + strenght automation.
Hundings rage also works in either slot and marksman. (But i want to be more versitile)
Poison gank.
Lethal arrow + poison injection maxium damage.
Morag tong + marksman
Asylum bow is also good. You deal more damage over time than the focused aim version. But your combo can do more total damage.
Bow brawler.
Scatter shot + ballista does lots of damage. While they are in the air and cannot dodge it.
Marksman is the key set but you can use a bunch of other common pvp sets with it if you are not ganking. Hundings rage probably easist but there is special bow sets.

Hence @LeagueTroll's recommendation is technically correct, Redguard is the best race for PvE stam builds with Orc/Khajiit not far behind.
FXXK viability.. play bow/bow if that's what you want. And join a guild that's not full of elitest tryhards who kick anyone with less than 60k DPS.
