If zones scale how will I get lower level hides?

I'm unclear how the scaling of mobs in a zone affects what kind of leather (for example) that they would drop.

If I'm hunting for mobs that will give me leather scraps to make leather (Lvl 26-34) will certain zones ALWAYS drop that variety or will it scale to something beyond 34?

I'm on my first toon (L21) so I want to make sure I'm hitting the right areas and not speeding by anything. As of right now, I need a whole bunch of leather for writs.

50% of drops/nodes are determined by your crafting level and 50% by your character level. No matter which zone.

Also, when you hit max crafting lvl you will receive a drop box of lower lvl mats (random on lvl of mat dropped) if you don't get a survey for that particular daily crafting writ

When you do Daily Crafting Writs, you will have a chance of receiving a random Dropbox of a lower level mats.
