You can solve first problem by not using launcher. Try to use ESO64 file. It runs game immediately

I'm curious about the system your running or your internet connection, or your proximity to the servers. I'm not a techy but can these things affect the load screen times.
I ask because I'm not experiencing any of this, in fact I'd almost say that the load screen times have decreased. I have noticed however that when I'm at home in the city and I'm connected the load screens are noticeably shorter (very fast -
fiber optics internet connection) than when I connect to the vastly slower (old-school cable) internet connect at my cottage up north. I use the same gaming laptop at both locations.
What I've been noticing are invisible group members... and I mean completely invisible, not in the floor, not a floating v mark, no indication of where the player is at all, but he/she can see the rest of us fine. Then the member in question TP to player and runs back to us it seemed to fix the problem though.

yeah I think this might be the worst update this game has ever received.
the infamous lighting patch was expected because it made the game more server based to stop cheating, as a result it gameplay suffered.
however this update is just full of bugs and runs poorly for no reason.
also careful the mods keep moving any negative threads out of general discussion to keep the appearance that everything is fine.
since the last Update/Downgrade last Monday (still not clear, if I am happy or annoyed) we face some problems:
- the start of the game takes longer then before, until a button PLAY appears, I can go get me a coffee,
- till after the log-in and char chosen, all runs as usuall, takes long(I can go for another coffeee), but well, we got used to something up to now
- but then it happens, to me and many guildmates confirm this, with a nice ping, not too bad, perhaps a little better then before the last patch, BUT we face an awefull low FPS, which is quite annoying in pledges, PvP, trials, vMA aso. It doesn´t really matter when you do crafting, housing, overland content, without fighting(or you are just afk to get your next coffee)
- and barswamping in combat is most of the times something like: O Gosh, I pray that it switches, unfortunattely mostly not(here is the point were all the coffeee gets you heated and angry)
- and doors are not opening(time to get my next coffee)
me and my guildmates play EU-PC, primetime, and 80% have keyboards+mouse, others run other things, but we all face the same troubles!! (but we drink different blends of coffee)

My conclusion from your statements, is that ESO causes you to make a lot of coffee. Perhaps you could start up a coffee shop while you wait between loading screens?
In all seriousness, You cannot have a buggy game, then add an update to it and not expect it to be more buggy. Not fixing bugs causes all sorts of problems later. You cant add new stuff to a broken system and expect it to work. The more patches they add to this game without fixing the bugs, the more issues it will cause and the more severe the issues will be.
Eventually, the game will become unstable and considered to be in to bad of shape to fix or play. Since they are adding stuff every three months i dont expect this game to be playable in 2 or 3 years. It will be to unstable and to buggy to even do anything.
They must fix bugs in order to get any kind of longevity out of the game.

In your sense, I would be gracefull for a new DLC without any new stuff, but just there to fix a lot of stuff!!
A DLC for the gamers, for convinience, for all of us, just to make us happy with whatever they can fix without having the pressure to bring as much new content as possible!
A DLC too take it easy, breath through and get the game to an new experience!
