Could be an issue with more than just Steam. Did you read the red banner at the top of the page? There is something going on or there would not be a need to investigate with Steam.
It's 0330 here or I'd ask folk that I know who both have Steam and don't and see what they experienced but I'm pretty sure they'd shout at me if I asked them to right now. I did read a thread over on Steam where folk are having major issues.
