For some reason, ZoS insists on:
Given that -- what are the least obtrusive shoulder choices?
The most inoffensive I've found so far are light armor Redguard 1. Are there less-bad choices than that?

✭✭✭✭✭Aren't light armor Altmer shoulders the least obvious ? Because they don't really are shoulders.
They are wrapped around your torso
The low level version also look pretty unobvious.

Incognitius✭✭✭✭✭I've been using Assassin's League Arm Cops, and Mercenary medium as recommended above. Also Skinchanger medium, Silken ring epaulets, Abah's Watch Epaulets, Dark Brotherhood Arm Cops can be useful on some outfits.0 -

I dunno.... quite a few of the shoulders are beginning to look like that ! I was doing a quest in Grahtwood yesterday, and I'm pretty sure that one Prince Naemon in a uniform had the "wingspan" shoulders of a 747
