Experience Gains Removed in Groups - Must be a Bug

It appears mob kills are not giving experience while in a group at max CP level (possibly below) - this has to be a bug, but could be intended I guess to prevent PLing people. Seems to be happening in multiple zones, Skyreach, etc...
