TL; DR
Disable superfetch. I read a lot of about it and in my case ofr ESO and some other games - it helped a bit but nothing noticable. AFAIK it only should help for hard disk users and in Win 7 as in newer Wins it's disabled by default if you use SSD as I have read (I have W7 on HDD).

Good post, I already had the 4k but didnt have the super taken care of. I as well noticed my gpu throttling and wanted it too stop. Another way too do it is through Gforce Experience and optimize game to see it in the res as an option.
Also, another known issue with widescreens...if you dont turn on your vsync, you can cause tearing and stutters in your game play. Too test it, just stay in one place and move mouse fast from left to right. If it stutters real bad or what you are looking at doesnt stay clear turn your vsync on and try again to see the difference, mine runs 10x smoother w/it on. Thx for the advice and hope it works!!Btw, my superfetch "was" on and im "on" Win10.
