Which achievement is required to purchase the morrowind envelope? I don't have access to its so would really appreciate if someone could tell me. Thanks!

The achievement needed is Voice of the Failed Incarnates.
It's one of the first story quests from Morrowind in the main quest line. And it's there to ensure that only people who bought the chapter have access to the documents.5
