As to why? I'd wager balance issues or it'll need some new crafting mat(s) and/or stations. I, personally, would like to see it just added to blacksmithing... Maybe add three new gemstones for Robust, Arcane and Healthy traits.
Most blacksmiths don’t have the small tools for fine engraving and shaping of small items made from soft metals.
Likewise, most jewellers cannot make large things out of hard high melting point metals etc and they don’t have the forging facility and heavy tools to shape it.
Its why in the real world companies like Sheffield Forgemasters don’t make jewellery and why the likes of Tiffany and Co or Cartier have never been renowned for working on anything larger than wristwatches or tiara.

The local chef/brewer at the inn can repair my gear. My totally maxed crafter who can make every set in the game in all but three motifs can't repair even a pair of light cloth pants.
Jewelry crafting would be fantastic. But I would like to be able to repair my own gear, too.

Yes but many of them are crippled due to bad traits on jewelry items.
And we talk combinations here. New jewelry on crafted sets means more possible combinations - and it is very possible that some combinations will be way unbalanced - as result - new nerfs will be added to crafted sets and the regular builds that are using them will suffer.
