Inconsistency of the effect of Jorvuld's Guidance on Set Bonuses

I was intrigued by this set, because it seems like a very nice set for several combinations within PvP and PvE, and based on my PTS testing, it seems to apply to most skills that grant minor or major buffs, BUT:

It does apply to about 50% of the sets in the game, notably all sets that include a shield and various sets with other major and minor buffs in them, e.g. vicious ophidian (major expedition), ironblood (major protection), lunar bastion, imperium etc.

But then on the other hand it doesnt apply to sets that you would actually want to combine it with and /or have the same buffs as sets from above, namely twilight remedies minor force, master architects and war machines major slayer, automated defenses major aegis, dreugh king slayers major expedition (that literally has the same proc condition as vicious ophidian).

Either make it apply to all or no sets at all. I'd prefer it to apply to all sets.

I don't think it applies to Remedy because the person wearing Remedy is not providing the buff. The person activating the synergy is providing the buff to themselves through Remedy. It's much like certain Ult syngergies. Even though the buff is a result of the caster's Ult, the game doesn't consider that the caster provided the buff.

It's one of those technically screwy things regarding the wording and function of the set, inconsistent, at best.

In your testing for Slayer, is the same person wearing JG and MA or is one wearing one set while the other wearing the other set?

I've a hunch if person A was wearing Remedy and person B was wearing JG, the (self provided) buff would be extended on the person wearing JG. Obviously it wouldn't be viable to have one healer in Remedy and 9 DPS in JG, but I suspect how it's coded on the backend would allow this to function.

It's that, or they're making certain exclusions to prevent certain combinations from being OP.

Thats easily testable, go on the PTS, wear Jorvulds, have someone throw you a shard and see if it works...

If it does work with VO expedition but doesnt work with Dreugh expedition then it is definitely a bug. Not working with major slayer also makes no sence. Looks like this set was not fully implemented, either due to laziness or they just forgot to. Both reasons are typical for ZOS
