Unarmed would never work with itemization, people already complain about 2handers not counting as 2 set items, can you imagine not getting set bonuses for weapons at all?
Also, with how poorly they've treated hybrids, do you really think 1h/rune has any place?
They made frost staves for tanking specifically because it was too much work to make a whole new weapon skill line. I don't think were likely to ever see more weapon lines added.

I think the OP's ideas are fairly valid, though I would substitute "one hand and <item>" for "one hand and rune". The <item> could be, oh, a totem, or an idol, or a magical artefact of some kind. But these are semantics, really, the point is you end up with either a "battlemage" type (magicka-based melee) or a fighter-mage hybrid going back to the old D&D days.
I would add, however, a couple more ideas based on what I have observed in other MMOs.
- Runestone. This is a direct rip from LOTRO where one of the classes, err...basically holds two rocks in their hands and uses those to cast spells. Which looks unusual to begin with, but the fun bit about that class (Runekeeper) is that it has a dynamic counter where casting more "killy" spells skews it one way, while casting more "healy" spells skews it another. In other words, you can build up to be a powerful healer, or a powerful mage, or just yo-yo in-between over the course of a fight.
Which is difficult to implement within ESO's system, of course, but at least it's a way to cast stuff without the staff.
- Voice. Per Skyrim. You'd probably need to hold some small object in the hand (both to "trigger" the skill line and to differentiate from "unarmed"), but then basically cast stuff without the staff...again.
Another possibility is to hold a one handed weapon and cast stuff with the voice but also smash stuff with the sword. So there is your hybrid fighting style.
- Thrown weapon. Which you can take in a number of directions - from making it a close-range ranged alternative to the bow, to varying different weapons (darts, bombs, daggers, etc.) for different effects. Would require quite a bit of animation though.
As a variation - Gambit, meaning melee staff on the front bar and thrown weapons on the back bar. Make skills on both stamina/magicka morphable (again - Gambit!) in order to give both player subtypes something to do...or, for a change, make an effective stam/mag hybrid!
Yes please ! But we already need a whole bunch of more skill points to gather. With even more weapon skill lines they'd need to rebalance the whole skill points system.
