does this even work. I have been trying to get into city of ash 1 and 2 and its been a week now and I have never been pulled into one

However...
You can expect a longer queue if you are DPS. Sometimes a much longer queue. Healers and tanks usually have a very fast queue.
So...
You can get in your desired dungeons faster by:- Waiting until those are one of the Pledge Dungeons for the day. There will be a lot of people queuing for those dungeons and its much easier to get in a group.
- Get a partner(s) from your guilds, friends list, or zone chat who wants to run those dungeons. That can be as simple as "LF COA 1 or 2 farm" or LFG Vet COA II". If you can get at least a tank or a healer in the group, you can queue for the others for a quicker queue.
