Like, it LOOKS like there's just straight up no undies, but obvi that can't really be the case, even without our characters having actual modeling done "under the hood". Or, perhaps, especially because of. Either way, not really my kind of costume, the cut just doesn't work for any of my characters, but still worth asking after.

I'm with @Girl_Number8 . I don't mind sexy outfits, but it seems like the majority of outfits aimed at female characters for the last year have been pretty revealing, while most of the outfits aimed at male characters have left them covered head-to-toe.
(Because I'm crazy like that, I did a quick look at the last year's worth of Crown Showcases--the last time we had a new costume with full skin coverage that was advertised with a female character in the screenshot was last February with the Desert Garden Gala Overdress. To be fair, we also had the Naryuu costume since then, which has a questionable hole in the chest but not to any degree that I would call overtly sexy. A female and male character were also featured together in the screenshots for the Falkreath Thane and Telvani Wizard-Lord outfits, but every other costume featuring a female had lots and lots of skin showing. In comparison, the only outfits advertised for males that fit this description are the three Argonian outfits.)
So what I'm saying is... try to balance the sexy and practical a little more, please! More cute (but modest) dresses! And maybe a few more scanty wardrobe options for male characters, while you're at it!

Considering the popularity of nocturnal design by the TES community from Skyrim, or the high demand of this costume, I'd say it's considered sexy by many. It's also befitting of a goddess, which Nocturnal is.
