...which started a really nifty discussion, great ideas, and the hint for a superb addition to our ESO experience if they ever went that way...
The main thing of course was the idea that it would be -different- from skill lines. That you would get your "active" buffs as "blessings" from praying at shrines, not from using a skill. With various options for that, including shrines for your home, and possibly even item "idols" you can carry with you for a prayer in the field...
And adding to that, a possible -small- (so it doesn't become a alternate class system, just minor perks) line of passives, exclusive with each other (duh) for those choosing to declare for one power, who also get increased buffs from "their" diety, but in turn would get locked out of accepting shrine-buffs from "strange gods"...

Now, as for the skills of nocturnal cultists... those I would want to see done in some different way. Yes, I too am often getting envious when NPCs use skills I cannot do on my characters. But tacking them on a full skill line for "nocturnal worship" would require making the same number of skills for -every- divine or daedric power, and that would be quite some effort to code and balance... too much effort I fear to be all that viable. I mean, we have what, eight divines, twice that or so in daedric princes, plus half a dozend or so minor powers from the khajiiti-worshipped moons over demogod-status figures like Magnus or Syrabane, the green pact y'ffre to the dunmer tribunal...
On the other hand, adding some things as world skill lines, or parts of another guild DLC, possibly even "prestige class" type specializations... that could be more easily partitioned, right?
So in that spirit... I would love to see something done to give us access to all the NPC skillyness someday. With some limitations though to avoid the "everyone cherry-pick the most effective combo and then end up all the same" issue that many dreaded might come through Spellcrafting before that one got shelved for the time being...
Shadow magic skill line for copying the nocturnal cultists? Necromancy skill line to emulate the molag bal cultists? Illusionist skill line to do as the NPC illusionists do and throw fear skulls at people? Shaman skill line to make totems pop up? All this and more are things I would love to see become accessigble for your player characters in time!

From a historical point of view (speaking as a historian) I dont see why any race couldnt worship other faithes thinking in terms of complex notions of race and cultural identity.
For example, a breton living in eastmarch, would logically assimilate to the cultures within eastmarch. Typically in terms of migration, the first generation holds on to culture, while the second has a strong desire to assimilate while the thjrs is generally "lost"
Historically, there were blacks during slavery that worked with and aided the slave state (malcom x refered as uncle toms) or irish that worked with the english during english occupation.
Today, there are mestizo latinos that identify with whiteness, as in the adherence of dominance of capital and the state and attend alt right or trump rallies. I read an article not to long ago of muslims that support trump.
In simple terms, it would seem logical to say no argonian would worship the dieties of slave master dark elves! However, an uncle argonian??? May worship to gain power to serve as an aperatous of the state. I think complexity is ok in lore though it wouldnt culturally be the norm
We can leave the rest to role players.

I personally like a plus and minus system. A biff and nerf. It can add worth to some sets and abilities or playstyles....at a cost

It would be cool to have a class where the abilities are granted by more powerful beings, in accordance with the traits of the one chosen for the character. One where you could not mix and match according to the optimal build.
