Is infused bugged/broken? Tooltip dmg higher than actual

Im running infused torugs pact weapons
My tooltip with damage health enchantment is 2547
Yet im only hitting 2141 every time vs players and creatures.
Removing 1 piece torugs brought down the damage to 1651, 30% lower than 2141.
So makes me thing that infused is the culprit or the tooltip is wrong, was some formula changed?

✭✭Your CPs affect tooltip, but not the damage.

Which honestly really needs to be changed to avoid such confusion, by that I mean the visual bug with the tooltip, cause it should be classed as a bug.3 -

✭It is a known bug for ages but zos just does not fix anything. Feel free to make another bug report(or just search for the one i made sometime ago to test if it is even worth wasting my time to make a bug report) on the forum but they normally just ignore it.
