Two moons path magika khajiits, Queens elite guard high elf tanks, Royal vanguard ranger stamina bretons, etc.
Point being: on the immersive level, all sorts of race/playstyle combinations exist. However, if you want to be competitive you got to bow to the racial predispositions. Walking into a progression raid as a magika khajiit (etc.) will get you kicked real quick.
another possible solution would be to add passive to round out each race. example: give high elfs passives for tanking, healing and stam builds in addition to the passives they already have, which is possible. To further the example each race would get some sort of tanking passive benefits but all the tanking benefits would be different (armor, health, health regen, shield buffs, blocking buffs, etc.) each race could effectively do each role equally but not in the same way.
BUUUuuuuuutttttt.... when it comes to combat zos is both lazy and afraid to do any "sweeping" changes. so that's why I would settle for the removal of combat racial passives in general. Let race be cosmetic and players truly "play as they want"
