I think @DDuke extensively tested it and came to the conclusion that the set is not good in PvP because the pool grows so slowly and the opponent needs to stand in it. I have not tested it myself yet though.
It growing overtime, while you stand on it endlessly reapply debuffs for 4 sec. So, after you leave it you still will get 4 sec debuff. Melee enemies will fight you inside its radius anyway.
