Selecting waist only changes the buckle and not the whole belt. The belt look has been tied to the Chest piece for a very long time in ESO. Now with the Outfitter system, I for one would like to see more control using the waist option. Here is an example of what I am talking about wearing a Medium Minotaur Chest.
You can see the back kidney protector of what should be the waist.
Also many Chests also have a loin cloth, which gets annoying when trying to select legs that also have a loin cloth. The two seem to clip often. Maybe give us more options of legs with and without the loin cloth. Then we only have one to contend with. One in particular to see what I am talking about is the Mazzatan legs.
On some chests it wakes sense that the loincloth is tied to it on others should be a waist option. Logically correcting these opens up many more look combinations.

Alp✭✭✭✭✭The belt is only the buckle and the belt itself you see is and always have been part of the chest pieces texture because if you had to fit in a belt texture over the shirt texture and have it look good it would limit the designs a lot I believe.0 -

It would be the same as the shoulder pieces. Some float and others do not. Simple enough to have both with design1, Design2 and Design 3. Each would have a different float height so we would control which one looks best with the mashup we are going for.
Not exactly perfect but does grant more flexibility, after all that is what they are trying to give us. It's reasonable to grant this bit more.0
