    also, starting areas for every alliance should have them, I usually get mine from Kenarthi's roost, but I'm reasonably sure other 2 have it as well.

    a good way to check, for me at least is https://eso.mmo-fashion.com/furnishings-vendor/ it lists stuff by type of vendor and then by location. its not entirely up to date, but close enough for the more basic items.
