For example lower cost and increase secondary damage on deep slash and maybe even add a bleed effect to provide a spammable aoe option?
Another example could be power slam (dont ever see anyone using that)? Turn this into an execute that does increaing damage to targets below 50% health...
I think spammable/execute and aoe is whats mostly missing to make the skill line more versatile and as said bring some skills into use that i don't ever see anyone using...?

Shield skills are perfectly fine and do not need to be touched at all. Please do not touch them. Every single skill in that line has a functionality/use.
Shield Wall - The very existence of this skill is why block tanks exist and are viable. A cheaper ultimate for DKs to get battle roar off of, and provides tanks a window to heavy attack without dropping block. (which is useful in the current meta). This skill sees use in PvP, vDSA, and in The Mage Specifically. Spell wall is a little more versatile than Discipline, but both fit perfectly in with a handful of fights and overall it's a damn good ultimate.
Puncture - Excellent tank move, and applies fracture in PvP. Absolutely core on many stam builds and all tank builds. Even magica tanks should frankly be running this ability, as it is worth a good 20-30% damage boost for most players. Pierce Armor is the preferred morph overall, but Ransack is useful for lower-level tanks.
Low Slash - Used on every tank build. Deep Slash has marginal use and could probably be buffed since other skills apply maim better, however Heroic is absolutely core for every tank and used on a number of S/B stam builds in PvP as it grants heroism.
Defensive Posture - Used on every single trials tank build, and most DLC tank builds, due to the extra mitigation it provides. Absorb magic also provides a nice heal in some fights. (vDSA especially). Humerously, the passive for this skill works even if you do not have a shield equipped!
Shield Charge - Perhaps the only marginal skill, as 2H and class-based charges are slightly better than it. The stun is useful if you lack one, however, and it does see a use. Helpful in HoF when the main tank gets knocked back to get into position faster.
Power Bash - The reverb morph of this is key on many, many stam in PvP builds due to the defile attached. Power slam could be reworked to be more useful, but the base skill and reverb bash needs no change at all.
TL:DR - Don't you DARE touch shield skills ZoS! They are perfectly fine and useful. If you need to touch anything, buff up Ransack/Deep Slash/Power Slam. Everything else is perfectly fine and working as intended.
