how do existing characters get the soul shriven motif now?

after this PTS patch goes live,
say old toon didn't do cadwell's and doesn't have the motif. i don't want new toon to have it, but i want old toon to have it.
does it work like this:
>new toon gets leveled to 40
>new toon gets motif book in their inventory upon reaching 40
>new toon deposits said motif book in bank
>old toon grabs it and learns it
?

Removed the Prisoner's Rags Outfit Styles from the completion rewards for "Soul Shriven in Coldharbour". They will continue to be awarded through the Level Up Advisor rewards at Level 40.
Note: The previous patch notes noted the reward for Level 40 was the Soul Shriven Motif. This was an error in the patch notes, and should have listed the Prisoner’s Rags instead."

Yeah, that was an error. The level advisor never gave out the Soul Shriven Motif, from what I'm told.0
