While it's true the justice system is so laughably ineffective, I don't want it to be even more of an inconvenience when Black Market Mogul requires such an obscene amount of fencing to get a damn dye. And to answer your question, I got my bounty that high by going to a certain caravan full of gamblers you can pickpocket and kill. By the time I had gotten my bounty to 100k, I pocketed enough stolen items for two full days of 140 fences, perhaps more, due to the way the same items tend to drop and stack.

Yes. Most PVE'ers don't want their PVE content disrupted by PVP. That's obvious in the reaction to both Justice system bounties and the Imperial City. Plenty of PVPers on the other hand love to suggest this sort of system - they thrive on PVE victims, exactly the sort of system in IC that most PVEers prefer to avoid.
You can call it "bland and boring" if you like. I'll call it "getting to decide when I get ganked or not". In Cyrodiil or IC, I'm fine with getting ganked. That comes with the territory. If ZOS brought ganking into the Justice system, I'd start building the sort of PVP build that's a nasty surprise to gankers, and we'll see how long your "For Justice!" thrills last once you can't pick on just PVEers.
My point is that the players who want the Justice system to not include non-consenual PVP vastly outnumber those of you who keep begging for it. ZOS already determined that and ZOS keeps encouraging the murder-farm.

I think you missed that my response to adding a gank component to the Justice system would be to make a build to turn the tables on would-be gankers like yourself. In all likelihood, that would be exactly who'd get bounties over 25k - trolls waiting to turn the tables on the "For Justice!" people because everyone else will go deal with their bounties at 20k. Honestly, you'll have a better chance of finding PVP with random players by spamming duel requests at people waiting for their Undaunted queue to pop.

Yeah the justice system is a joke. If people are getting +100,000 gold bounties I should be able to hunt them for a small gold reward. They are obviously harming tamriel on a massive scale and shouldnt be allowed to run rampant and then log off to log back on a few hours later and do it all again. Its brainless bland gameplay that only rewards the abuser and encourages people to commit crime on a wide scale. Not to mention its a little excessive to be able to murder farm entire towns.. what kind of image does that give to other players playing the game..
You cant tell me it wouldnt be cool to see some jackass murdering farming some town get absolutely rekt by a nightblade looking to claim the bounty. That would be sweet and add some much neede spice to such a bland system.
That is a great idea, but what about people who Auto decline PvP combat? It wouldn't work then. On the other side to make it worthwhile for the person to want to not decline Auto Decline combat then if the theif or person with the bounty wins the combat, he takes everything from you and when you resurrect you loose EVERYTHING, you resurrect with only your undies on.
