You see this happen with new and old sets all the time. For example, it was well-nigh mandatory for MagDKs to wear Burning Spellweave for a while, so ZOS nerfed it. Flameblossom ought to be a good set for MagDKs, but is lackluster in comparison to more generalized sets, so practically no one wears it.
That's only one example, but there's many more. ZOS doesn't like BIS sets to stay BIS for long (mostly so they can keep players grinding for the new BIS gear.)

It has really long traveltime (way slower than fragment or destro reach) - but in melee that´s irrelevant as it has no obvious procc animation ans spawns in front of the caster (basically inside the target).

In duels yes, the mag NB is scarier as you potentially won't see him coming

You know, even if it is, Soul Assault will snare its target, so you may still be able to lay waste to your victim when this sets proc is combined with the above ability...
Although I imagine the killing burst would go something like: Purifying Light, Toppling Charge, followed by SA (which would be followed by Radiant Destruction in the event that your target is still alive after SA); with a high Spell Crit, this set will proc on atleast one of those attacks on average, so the burst can be strong...

It's a bad set.
First you need to crit chance to make it work
second, the ball is blockable/evaded, so any dodge roll will shut it down
third, a 10 secs cooldown is crap
Maybe a ganking mageblade could use it against potatoes but no really use outside that

At range, it seems balanced, but up close, there is no counterplay against that...

The odd thing to me is they saw the backlash from broken sets like Viper (which was way overturned) and yet they release more of the same. Doesn't make a lot of sense.
If you guys have run out of ideas for sets why not re-tool the 8 million worthless sets you already have in the game that nobody uses? Oblivion's edge anyone?
Shhhh guys! Magblade needs this for a patch, especially melee, it a late Christmas gift to make up for broken shade that'll never get fixed and will be "reworked" because zos.

Magblades needs it for a month or two before it get nerfed and then magblades whine about ZOS breaking their class again?
