You know, even if it is, Soul Assault will snare its target, so you may still be able to lay waste to your victim when this sets proc is combined with the above ability...
Although I imagine the killing burst would go something like: Purifying Light, Toppling Charge, followed by SA; with a high Spell Crit, this set will proc on atleast one of those attacks on average, so the burst can be strong...

With the potential burst, it'll be used more in PVP. Its usefulness will depend on the way the projectile hits (or doesn't hit) players. If its too good of a proc set, I expect it to be all the range for a month and then get the same nerf that Viper did.

The thing is, you don't need to add to Soul Assault to kill with it.
What I mean is, why would you run this over Skoria?
I'm assuming the animation is gonna be exactly like infernal guardian

Well, you don't need to combine it with SA to kill, but it would make your kills more certain...
Also, this set wouldn't interfere with Skoria at all as Skoria is a Monster Set and this is not; running this and Skoria would work perfectly fine, but I'd choose Slimeclaw instead as it would increase the rate at which this set would proc (and it would increase the damage of all of your dps abilities)...

You misunderstand how this set works.
It has a 10s cooldown, what your crit chance is doesn't really matter - what matters is when the proc occurs and what it's combo'd with.

I don't misunderstand anything; the set procs on a single target Magicka ability critical attack...
So, if you want it to consistently crit on cooldown, you want to have a high spell crit...

Yes, it procs on a crit - but all you need is that one of your hits crits - high crit chance isn't necessary for this.
Also, as a burst oriented set you definitely don't want it to consistently proc on cooldown - you want it to proc when you need it to proc (i.e. during combo).
Let's say your combo consists of 3 different single target attacks & 2 single target DoT ticks happen during the period. In this scenario your crit chance is a measly 30%.
0,7*0,7*0,7*0,7*0,7
Congratulations, you have a 83,2% chance of proccing the set.
...and if you're a magblade, you can actually 100% guarantee it procs with Shadowy Disguise.
This set will be much, much more effective when you build upon capitalizing the extra burst it gives (proc deals more dmg than most single target abilities). This means spell dmg/penetration, other procs etc.
20k on a target dummy with zero travel time. That is potentially 10k in pvp, as long as you can get enough penetration.
Yes, even with the charge-nerf, this on a magblade with lotus + incapacitate, means instant death for everyone running less than 25k health.
