Meh. The other day someone in the Vvordenvell (spelling?) zone chat was making...interesting statements about "black people". Their hygiene in particular.
Until and unless ZOS begins policing this sort of thing, it will just continue to happen. Perceived anonymity and a lack of tangible consequences equals pronounced and prolonged idiocy. Welcome to the Internet.
[How to police it? Well, some games have admins either actively monitoring chat channels or at least the associated text parsers. Others have "report" buttons to instantly report someone for a range of proscribed behaviours, which is basically a way to tell the admins to take a look at the logs. In theory, one could even combine the two approaches...]

You can report them by right-clicking on their name and using the "Report Player" option. If I have to use that, I prefer to screenshot the conversation and when ZOS sends we the usual "Thanks for letting us know" email, I'll attach the screenshots.
You'll probably never find out the results since ZOS doesn't share discipline info, but if you have to report someone, that's how I prefer to do it.
