Otherwise, you'd have one guy paying X crowns and getting 2 extra costumes, and another guy paying X crowns and getting 15 extra costumes. And then people will complain about not having retroactive costume additions when you buy more character slots and/or create more characters.

Outfits are character-bound. If you want a similar outfit on another character, you'll have to recreate it.

It's not currently possible to buy additional outfit slots on the PTS, so I can't check whether it unlocks a 2nd outfit only for the character it's bought on or for all characters on your account.
Normally I'd say my guess is that it will be account-wide (so you buy 1 extra slot and all your characters can now have 2 outfits), but with ZOS you never know.
But the default slot can be used differently on each character, and presumably the same is true of the additional ones. For example without buying any extra outfit slots I can have an outfit on 1 character that's entirely high elf light armour, and use the same slot on a 2nd character to make an outfit that's orc heavy armour.

I answered the OP the first time. What you quoted was a clarification on the system, yet still also answers the question.
If you have 15 characters and want 2 outfits per character, you'll buy 15 additional outfit slots, one on each character.
If you have two characters and want 4 outfits per character, you'll buy six additional outfit slots, three per character.
None of those additional outfit slots are transferable to another character; if you want two characters to look identical you will have to create that outfit on each character on whichever outfit slot is available.
I believe the livestream stated extra outfit slots bought are not account wide but character specific. So like a bag-upgrade, not a bank-upgrade.
The only way I could see myself purchasing additional outfit slots is if there was an account-wide option. There's no way I'll purchase per-character since I never purchase bag and mount upgrades, motifs, etc per-character. What if I decided to delete a character later - then that money would be wasted, whereas if it were account-wide then it wouldn't matter because I'd still have the upgrade.

I am hoping that you are wrong, but you make quite a valid point.
It would penalize those that concentrate on one, or very few, characters vs those who have 14 characters going. However if I were the one concentrating on few characters I personally would have no objection to others getting more out of the same deal.
However ZOS handles it I can live with, their are points to be made from either direction, and a financial gain from providing it from a single direction.
