On ps4 in level 398 how do I get in to cyrodiil, It's locked and say I need to be in AVA location to queue.

Those are all campaigns that are located in Cyrodiil. Selecting one and entering it will give you access to Cyrodiil.
The only difference is that each campaign has different parameters (rules). Some are only for Level 50 and below, some disable Champion points, etc....0
