✭Crates are not a solution, this is an iconic costume from the ESO lore/cinematics. It belongs in a museum--or crown store.1 -

Some people were allowed to purchase limited items after they had already left the shop, so you might give it a try. (The cases I know of are both player houses, so it might not be working with costumes).This Bosmer was tortured to death. There is nothing left to be done.1
