It might come back in a Crown Crate cycle. I don't if they will ever actually sell it again, though.

Artificial scarcity increases desirability and drives demand.

Of course it will come back. The hero costumes appear in crates, eventually.

Crates are not a solution, this is an iconic costume from the ESO lore/cinematics. It belongs in a museum--or crown store.

If you weren't playing the game when it was released, try contacting the support. Some people were allowed to purchase limited items after they had already left the shop, so you might give it a try. (The cases I know of are both player houses, so it might not be working with costumes).
