So with the new outfit system, will we be able to apply lower tier styles where applicable? Eg. the basic racial styles which have different appearances for each of the crafting mat tiers.

One of my favourite clothing sets in the entire game has long been the bosmer cotton. If I could finally wear that on my max level characters I would be very, very, very happy.

Since weapon dyes are confirmed, I think the outfit system will be more robust than just having the choice between the existing materials grades.

Will have to test it in PTS to see if I can get something close to a "Hickory Bow" color on a CP160 item ... for example ...

Can we use lower-level appearances for the Outfit system?

As long as one of your characters knows the corresponding motif(s) for those lower-level items/item sets, yes.
