It would be lame if they didn't allow appearance chance of monster sets.
Arguably the monster sets are the aesthetically worst looking items in the game. I get a shudder every time I go to a dye station and I get a close up of the Grothdarr set for a few seconds before I switch to the costumes tab.
Your point has become a moot one ages ago with the costume function. There isn't a single piece of equipment that can't be hidden or changed with a costume, so why on earth whouldn't you be able to change everything with transmog either.
It's fine if you think they look unique and want to keep them, no one's forcing you to change the appearance on any item, but don't force your personal choice down on anyone else either. That's why they call it freedom of choice.

you mean the armor we worked hard to earn that looks ***/cool so we want to transmog over it or to it? I like the way vma dw looks but by your logic I cant transmog and if I use them I will have a dps loss...
Just because you think somethings ugly, that doesn’t mean ZOS isn’t going to let you change the look of a unique item that is themed very particularly. I seriously doubt it will happen, and I don’t think it should. It’s not like a set that drops from a zone or dungeon that has a style; something that is literally presented as a piece of a defeated monster shouldn’t be changed to look like any old style.

We can't even currently convert everything Imperial or Morag Tong....You guys are putting the cart before the horse. Prepare to whinge and complain when it goes live on the PTS. And for those cries to be ignored by Zos.

this, especially as originally the devs said on eso live that a transmog system would never happen as it was too difficult, wonder what changed

With the Outfit System, you can change the appearance of your equipment to reflect any of your known crafting styles by visiting an Outfit Station (formerly known as Dye Stations). Whether you're wearing Light, Medium, or Heavy armor, you'll be able to alter its appearance, allowing you to always look your very best – and exactly how you want.
You will have access to one unique outfit that you can customize using gold, but you will also be able to acquire Outfit Change Tokens and additional Outfit Slots from the Crown Store, allowing you to have a variety of outfits ready to go at a moment's notice

nothing. I am excited about nothing. unless I'm misunderstanding the limitations of this system? I am not excited at all, I'm disappointed. and i was prepared to be disappointed, and I still couldn't imagine the depth of said disappointment. the way its presented right now? it might as well not be in the game.
you all should read the direct quotes.

They are probably looking to monetize it
