Ideas
#1: Make all of Tamriel PVP enabled. Major cities in each zone would be "safe zones". You can't get attacked in safe zones. This would utilize existing assets already built. It would reinvigorate existing content. A new sense of "danger" would be reinstilled into the hearts and minds of Nirn's adventurers! It would also encourage exploring the world in a group for extra MUSCLE.

#2: Add a new faction called "Factionless". This way you can hire mercenaries to back you up on your adventures in overland against Marauders out for BLOOD. You can hire mercaneries from inside major cities. This would reinvigorate zone chat and help people make new friends. The sandbox element would help create all kinds of EPIC stories.

#3: Alliance Point Cooldown of 10 mins per kill per person. This would avoid griefing by honorless gankers.

    Well if you had the option to simply disable and enable the pvp then that would be cool, otherwise low levels would be getting creamed.

    As for factionless, HELL yea. Then every month when you enter a campaign you could just set to what faction your going to play for and be locked into that for the rest of the campaign.

    If you want open world pvp and a sense of danger, Cyrodiil can provide that better than anything else :)

    Ganking is part of the game and can only be done (Thank god) in Pvp zones, where you should expect to be ganked.

    #1 We were going to get an option to be deputized enforcers for the Justice System to take out players with a kill-on-sight level bounty. They cited technical difficulties as one of a couple of reasons they scrapped it. But pure open world PvP would not work in this game based on how it draws new players and how it has been advertised, as the people who like it as it is would mostly quit.

    However, Cyrodiil is a fully functioning PvP+PvE zone with delves, PvE quest centers for dailies, also daily PvE bounties, dolmens, random overland PvE quests, and such. The main things it doesn't have PvE-wise that all-PvE zones usually do are world bosses (which have been requested) and public dungeons (I would vote yes to add this, too). For players who want the adventure of PvE with the risk of PvP, Cyrodiil and Imperial City are the zones to try. If the metrics ever show a huge number of people who regularly go to these zones and spend lots of time on the PvE content, it's possible ZOS might add a new zone to the game with PvP enabled, but that seems unlikely any time soon (or, well, ever).

    #2 The game really doesn't have a system that would allow for being a pure bandit in either PvE or PvP zones, as it isn't set up to be a sandbox.

    Some people have been asking for a rebel faction for Cyrodiil for years, mostly so they can be neutral and not flagged for PvP, but in some cases so they can be "the bad buys" or mercenaries rather than heroes and soldiers. A few have asked to be able to join the Worm Cult in PvE. Not a peep from ZOS on such requests, except maybe that last one. Basically, ZOS is committed to the general philosophy of The Elder Scrolls, which is that you always save the world. You can be jerk who kills for sport and money and gets thrown in jail a lot, but, you can't actually work for whoever is threatening Tamriel so joining Molag Bal is out.

    #3 Players who are killed already lose most of their AP value in Cyrodiil for this very reason. If you get killed 2-3 times in a few minutes and haven't killed anyone else or captured anything in you are worth nada.
